Streamline planning approvals for strata developments that meet good design standards in well-located areas

Evidence
“Advocate for state, territory and local governments to make zoning laws more flexible to allow for higher-density housing developments, and infill (the replacement of houses with higher density dwellings), near public transport and essential services in urban areas.” https://www.animaljusticeparty.org/affordable_housing_for_all

Establish a fund to purchase land for housing and underwrite apartment construction projects

Evidence
Response to Build a Ballot SA 2026: The AJP believes that housing is a fundamental human right that has been taken from Australians by a tax system that favours those who own assets over those who work for their income. Any fund that added public money to the pool of money invested in housing risks making an already unfair system worse. So while we agree with the aims of this policy, we would need to know more details and the projected consequences on housing affordability before committing to it.

Build more social housing to reduce the public housing waitlist and plan for future demand

Cap rent increases in line with CPI

Evidence

Response to Build a Ballot SA 2026: The AJP would like to make rents cheaper by increasing the supply of rental properties and our policy of taxing unoccupied properties will have this effect. However, there is only mixed evidence that interfering with the rental market by capping rent increases will be effective in reducing rents.

Remove stamp duty for eligible first homebuyers on existing homes and older South Australians downsizing to smaller homes

Evidence
Response to Build a Ballot SA 2026: Stamp duty on housing is an inequitable and inefficient tax that punishes people who either want to or are forced to make changes to their housing situation. Getting rid of it for first home buyers and older citizens who wish to downsize is a first step towards phasing out this tax.

Prohibit new residential gas connections from a specified date

Evidence
Response to Build a Ballot SA 2026: SA is the most blessed place on earth for solar and wind power. So-called natural gas is a potent driver of the global heating disaster that threatens to make parts of the state uninhabitable. "Rather than using and exporting fossil fuels, Australia must develop clean industrial and energy infrastructure and export those technologies to the world. The AJP is committed to rapidly phasing out fossil fuels, supporting innovation, and transitioning to clean energy infrastructure." https://www.animaljusticeparty.org/climate_change

Introduce measures such as grants to encourage landlords to install solar panels on rental properties

Evidence
Response to Build a Ballot SA 2026: We strongly agree with the intention of this proposal, which is to allow renters to benefit from SA’s unmatched solar and wind resources. However, there are two potential issues with the stated policy. The first is that SA doesn’t really need more solar panels, it needs more batteries. The second is that it risks using public money to add to the value of assets owned by landlords. We think that a better use of money is to build community-owned batteries that benefit everyone.

Set minimum energy efficiency standards for rental properties (covering heating, cooling, hot water, shower heads, ceiling insulation and draughtproofing) from a specified date

Evidence
Response to Build a Ballot SA 2026: Too many South Australians are living in sub-standard accommodation that they cannot buy. Setting minimum standards for energy efficiency would benefit many vulnerable people and increase the availability of houses. "Improve housing choice, quality, supply, location and affordability." https://www.animaljusticeparty.org/affordable_housing_for_all

Establish a fund to support more strata properties to connect to shared solar panel and battery systems, Virtual Power Plants and solar gardens

Evidence
Response to Build a Ballot SA 2026: Moving to a 100% renewable economy is a part of our ecological rescue policy. Virtual Power Plants are a great way of allowing those who live in apartment complexes and renters to be a part of and benefit from this change. "Rapidly transition to 100% clean energy economy. The AJP will introduce carbon pricing for all industries and provide incentives for the transition." https://www.animaljusticeparty.org/climate_ecological_rescue

Introduce a levy on plastic waste to encourage manufacturers to find alternatives and reduce waste generation

Evidence
Response to Build a Ballot SA 2026: Our ecological rescue policy has the move to a circular economy as a key objective. Also, our waste policy emphasises the need to reduce plastic waste in general and microplastic pollution in particular. However, by far most of the plastic waste in oceans comes from discarded or lost fishing gear, and AJP does not want the public to be distracted from that by complex legislation around less severe problems "Transition to a Circular Economy - Promote and enable a circular economy that minimises waste, reduces resource extraction, and prioritises sustainable production and consumption practices" https://www.animaljusticeparty.org/climate_ecological_rescue "To invest in further development of biodegradable products and work toward the banning of harmful plastics" https://www.animaljusticeparty.org/waste

Increase funding for childcare services to build new centres and expand existing centres

Invest in inclusive school facilities for students with autism and provide extra support services (such as psychologists and speech pathologists) for students experiencing disadvantage

Invest in more apprenticeships, university scholarships, upskilling courses and technical colleges to support students to pursue skilled careers

Increase recruitment and retention incentives (such as relocation packages and bonuses) for healthcare professionals, particularly in regional areas

Evidence
Healthcare professionals in Australia work under a lot of pressure and this is even more the case in regional areas. Making life better for doctors and other healthcare professionals makes life better for all South Australians. By supporting regional areas we decrease pressure on the Adelaide region and help with the housing supply situation as an extra bonus. Expand the remit of Preventative Health SA and increase funding for its programs

Evidence
Response to Build a Ballot SA 2026: We all know that prevention is better than cure and this is one of the pillars of our health policy. The AJP would like to see more promotion of plant-predominant diets by agencies such as PHSA because of the extremely strong evidence of such diets in preventing heart disease, cancer, dementia and other diseases. "We want to broaden the focus in health policy from just treating disease to also improving health. We believe the biggest gains in health, longevity and economy are to be gained by improving people’s knowledge and access to healthy diet and exercise opportunities." https://www.animaljusticeparty.org/health

Remove payroll tax on GPs and provide funding to support GPs to extend their opening hours

Evidence
Response to Build a Ballot SA 2026: The AJP aims to remove all payroll taxes as they are a regressive tax that punishes businesses that want to employ workers. This is a part of our fairer tax system policy. "Advocate for the states to get rid of Payroll Tax (which makes employing people more expensive) and Stamp Duties (which unfairly charge people for moving house) and replace them with fairer and more efficient taxes based on unimproved land value and profits from rezoning." https://www.animaljusticeparty.org/a_fairer_tax_system

Protect South Australia’s current abortion laws and continue to treat abortion as a healthcare service

Evidence

Provide rebates for pre-IVF fertility testing and fertility treatments

Increase investment in network of EV charging infrastructure, particularly in rural and regional South Australia

Evidence
Response to Build a Ballot SA 2026: Our land transport policy emphasises the need to shift to electric vehicles. See also our energy policy and our climate rescue policy. Increase investment in public transport infrastructure and services to improve the frequency and reliability of public transport across South Australia

Evidence
Response to Build a Ballot SA 2026: While the AJP supports making roads better for drivers, we understand that not everyone can drive all the time and that strong public transport systems are a part of a fair society that makes the most efficient use of resources. This is in our land transport policy. "Ensure that public transport is affordable, reliable, accessible and safe for all people, and animal-friendly." https://www.animaljusticeparty.org/land_transport

Introduce a 50 cent flat fare for all public transport trips

Evidence
Response to Build a Ballot SA 2026: This is a great idea, but why not make all trips free? Several cities in NSW have hop-on-hop-off free buses that greatly improve the liveability of the areas in which they operate.

Raise the minimum age of criminal responsibility to 14

Provide grants to businesses and councils for security measures such as CCTV, alarm and intercom systems, lighting, fences and gates
